The challenge of resident access in retrofit
Resident access is one of the greatest practical risks to delivering social housing retrofit programmes on time and within budget. Retrofit assessment, intrusive surveys, design validation and ultimately installation all depend upon gaining access to occupied homes, yet appointments are frequently missed, residents may refuse entry, or repeated visits are required before access is achieved. The consequences extend far beyond the cost of a wasted survey visit: failed access disrupts planned survey sequences, delays design and PAS 2035 processes, creates gaps in property data, reduces contractor productivity and can ultimately threaten programme milestones and funding deadlines. Too often, access is treated as the retrofit assessor's or contractor's problem when it is actually a programme-level delivery risk that should remain with the landlord and be actively managed from the outset.
At Coombs and Partners we believe that resident access should be managed as a planned workstream in its own right, with clear landlord ownership, dedicated resident liaison resources and measurable access targets. Residents should be engaged before appointments begin, given a clear explanation of why the retrofit is being undertaken and what it means for them, and offered convenient appointments supported by telephone, text and reminder communications. Every property should then follow a defined access pathway—from initial contact and confirmed appointment, through missed-access follow-up and rebooking, to housing officer intervention and formal escalation where reasonable access continues to be refused. Access performance should be monitored weekly alongside cost, programme and technical risks, allowing resources to be redirected quickly where problems emerge. The objective should be to secure resident participation before the retrofit team arrives at the door, rather than expecting the retrofit team to solve an engagement problem once they get there.
