Description
Coombs and Partners (Richard Barwick) was appointed Pre-Retrofit Programme Manager in 2025 to manage the SHDF (Social Housing Decarbonisation Fund) Waves 2.2 and 3 Warm Homes. All activities to flats and houses across the Borough are carried out within PAS2035 and Trustmark requirements.
The role involves setting up new projects, preparing project scopes, managing procurement process in conjunction with Enfield Council staff, and then managing the development of those projects through the RIBA Plan of Work Stages 0 to 7 in conjunction with the Enfield Council Capital works teams.

Primary risks
Unless landlords know the building, it becomes difficult to control moisture, provide ventilation, coordinate the measures, assure installation and secure resident access. Failure at any one of these stages can undermine everything downstream.
The overriding risks include:
- Poor assessment and unknown existing conditions caused by inaccurate surveys, wrong construction assumptions and hidden defects.
- Moisture, condensation and thermal bridging as a result of changes to the building’s hygrothermal behaviour or poor design detailing at reveals, floors, roofs and junctions.
- Ventilation and indoor air quality. Insulation, new windows and draught proofing make properties more airtight. Without addressing ventilation, risk of condensation is increased.
- Poor design coordination / interaction between measures. Failure often results when measures are designed independently.
- Installation quality, compliance & performance gap. Poor design or workmanship lead to failure of intended performance.
- Resident access and engagement. When residents refuse access, the programme can fail and programme become extended.
